I've kept my foreskin 'wet' since I was 5, usually with spit. By late teens pre-cum greatly added to the wetness and of course is very erotic. My foreskin always stays just a bit wet underneath. Sometimes I have a lot of precum and it gets a lot wetter. And yes, I like the wetness. I think it is normal.

My wife and I don't care for the moistness.  I keep it clean all the time.  I like to retract when I go to sleep or time to time during the day and this airs it out so when I leave it covered during the day it stays some what dry but moist enough.  I have my hygein, sensitivity, looseness and length dialed in the way I like it.
