I use an old washing up liquid bottle.
When in the bath i fill the bottle with water and point the jet up against my cock and squeeze the bottle to force the water jet to wash inside my foreskin.

I used to do the same when I had a foreskin, as I had severe phimosis and it was completely unretractable. I started to try to clean under my foreskin when I was in my twenties, as it used to sometimes itch. At first I tried inserting a cotton bud stick into the foreskin, and moved it over the surface of my glans. This was not very pleasant as my glans was extremely sensitive. The cotton bud was always quite wet and yellow when pulled it out again, so there was lots of gunk under the skin. Flushing out the smegma with a jet of water was much more comfortable.  Another method I tried was to partly unfold a paper clip and slide it under the foreskin, and use it to scoop out the smegma.

Are there any other guys with phimosis who can describe there cleaning methods?

I eventually got cut so I don't have that problem any more. (but I have a less sensitive knob of course!)
