Can pull it back when it is soft so cleaning is not a problem.
But when hard it has to stay forward otherwise it is too tight and causes pain.

you might want to stretch it some so you can have the head uncovered during sex to have stronger sensation.  The head is very sensitive as you know on ucut and if you could skin the foreskin back during sex it would feel real good.  It is not hard to stretch foreskin.
